Camera use in IOS and Android as a background process


I would like to create an app or service that will work on both IOS and Android devices, and will monitor facial features of their owners (with their full understanding and consent, of course!) – any time they are using their device.
(The aim of this service belongs to the medical realm).
Is there any way I can have the user’s camera operate constantly in the background in order to achieve this goal?
I can assume that the user explicitly turns this service on each time he/she boots their device.
It is a bit similar to those pace monitors that measure the amount of steps that a user walked on a given day, except in my case I need the camera to operate.
